How to perform medico-economic studies in hospitals? ATIH experience.


Marie-Caroline Clément is a Medical Doctor specialised in Public Health and Social Medicine, and holds a master’s degree in Health Economics. She started her career at the Clinical Research Unit in Health Economics (URC Eco) as a Health Economist. For the last 8 years, she has been working at the Technical Agency for Information on Hospital Care (ATIH), the french national agency in charge of managing data on health and medico-social establishments (activity data, financing, national cost studies, hospital financing models, etc.).

She started at ATIH as Project Manager for Long-term Care, Psychiatry and Nursing Homes, before being promoted to Project Leader Forecasting, Surveillance and Analysis of Healthcare Activities in the Classification, Medical Information and Funding Models Department, where she sits on the board.

She is currently leading three major projects for ATIH :

  • Medical-based analysis of hospital activity
  • Measurement of healthcare performance by developing indicators based on medical administrative databases to use as warning signs or in performance-based funding models.
  • New funding models as responsible for providing medical expertise in the Ministry of Health’s process to assess national hospital funding reforms of the French healthcare system (psychiatric, emergency care, performance based funding, etc.).
