Multi year budgeting with health objectives: stability, efficiency and innovation
Erik Schokkaert is a welfare economist and an emeritus member of the Department of Economics at K.U.Leuven. From 2008 to 2020 he chaired the steering committee of Metaforum, the interdisciplinary think tank of the K.U.Leuven.
In the past he was a visiting professor at the London School of Economics, the Université catholique de Louvain, Universidad ICESI (Cali, Colombia) and the University of Antwerp. In 2005, he held the Francqui Chair at the University of Antwerp. In his research, he tries to develop and apply a conceptual framework to evaluate policy measures (especially in the field of health care and social security) in the light of different conceptions of justice and “social welfare”.
He has acted as an expert in several (Belgian and Dutch) advisory committees for the assessment of policy measures in the field of health care. He was involved in the development of the risk adjustment scheme for the financing of the Belgian sickness funds. He was also a member of the Pension Reform Commission 2020-2040 and was the chairman of the Scientific Committee advising on the introduction of a multi-year budget with health objectives in the Belgian health insurance system.
